Kremlin says Ukraine must pull forces from Donbass to end conflict
Donbass encompasses the Donetsk and Lugansk People’s Republics (DPR and LPR), areas that voted to join Russia in September 2022 referendums following the escalation of the Ukraine conflict earlier that year.
Peskov was asked to comment on recent developments in the peace process, including US President Donald Trump’s phone conversation with Russian President Vladimir Putin and his subsequent meeting with Ukrainian President Vladimir Zelensky on Sunday.
Kremlin foreign policy adviser Yury Ushakov stated that during the call, Trump and Putin agreed that a temporary ceasefire proposed by Ukraine and European mediators would likely extend the conflict and risk renewed clashes. He emphasized that a lasting resolution “requires a bold, responsible political decision from Kiev” regarding Donbass.
When asked to elaborate, Peskov reaffirmed Russia’s position: “Of course, the [Kiev] regime must withdraw its armed forces from Donbass beyond the administrative boundaries.”
Asked whether this demand also applied to Kherson and Zaporozhye—two other former Ukrainian regions that also voted to join Russia in 2022—Peskov declined to comment, stating Moscow “won’t publicly disclose any specific provisions” of a potential settlement.
Ukraine and its Western allies continue to regard all four regions as “annexed” by Russia, with Kiev refusing to recognize them as part of Moscow.
Trump hosted Zelensky in Miami on Sunday for further talks on a potential peace agreement.
At a joint press conference afterward, he noted that the peace process was making considerable progress but admitted that territorial concessions remained among the most difficult issues.
